Memorandum of Understanding (MOU) Signing Ceremony Between UPHSD and the HSL-Braille College, Inc.

On April 17, 2026, the University of Perpetual Help System DALTA formally entered into a Memorandum of Understanding (MOU) with HSL-Braille College, Inc. during a signing ceremony held at the campus of HSL-Braille College, Inc. in Taguig City. The partnership marked a significant step in strengthening academic and institutional collaboration between the two educational institutions. The agreement aims to promote future initiatives involving academic cooperation, seminars, trainings, student engagement activities, and professional development opportunities that will benefit both institutions and their respective communities. Representing UPHSD during the ceremony was Dr. Loureli C. Siy, Executive Director of the DALTA Executive Academic, Accreditation and Audit Center. She was warmly welcomed by the officials of HSL-Braille College, Inc., led by Dr. Helen S. Losbañes, School President, together with Ms. Paula Grace S. Losbañes, Assistant School Directress. On April 17, 2026, a Memorandum of Agreement (MOA) Signing Ceremony was successfully held at the School Director’s Conference Room in partnership with the Commission on Human Rights (CHR). The event was attended by Atty. Khristian Jeff C. Episcope, Regional Director of CHR–NCR, and Mr. Vincent Leo Gambao, Chief of the Promotion and Advocacy Division and the . Representing UPHSD were Dr. Arnaldo S. De Guzman, School Director; Dr. Emerlyn Managuas, Dean of the College of Education and College of Arts and Sciences; and Dr. Gabriel Archemedez Y. Flores, Director of Planning, Linkages, ETEEAP, and CPD. The activity aimed to formalize the partnership between the institution and the commission in promoting human rights education and awareness within the academic community. During the ceremony, both parties emphasized the importance of collaboration in strengthening the values of respect, equality, justice, and social responsibility among students and educators. The signing of the MOU officially established the commitment of both institutions to conduct seminars, trainings, and advocacy programs related to human rights promotion and community development.
