Fr. Ace Fernando Y. Cara. The partnership aims to strengthen collaboration in research, community engagement, and institutional development. Representing the University were Dr. Gabriel Archemedez Y. Flores, Director of Planning, Linkages, ETEEAP, and CPD; Ms. Ronavee Divine Alagano, Officer of Planning and CPD; Ms. Rianne Anjela Sierra, Officer of Linkages and ETEEAP; Dr. Belinda Conde, Director of the Research and Development Center; Ms. Christina Abaya, and Ms. Neliza Casela from the Research and Development Center. The partnership builds on the research initiative conducted by Dr. Gabriel Archemedez Y. Flores and the research team concerning Pantabangan Dam, highlighting the importance of research collaboration and community-based initiatives. Through the MOU, both institutions expressed their commitment to explore opportunities for research, knowledge exchange, and community extension activities that may contribute to the development of the partner community. The initiative supports SDG 4 (Quality Education) through research and knowledge generation and SDG 17 (Partnerships for the Goals) through strengthened institutional collaboration. Date: July 28,2026 Partner Institution: OpenLearning Activity: Meeting on Proposed Collaboration with OpenLearning On July 28, 2026, representatives from OpenLearning visited the University of Perpetual Help System DALTA (UPHSD) to explore potential opportunities for collaboration in digital education and innovative learning solutions. The meeting was held at the Conference Room of the Linkages Department. The OpenLearning delegation was composed of Adam Brimo, Founder and CEO of OpenLearning; Mark Abelard A. Bautista, Inside Sales Representative of OpenLearning; and Abraham Lorica Jr., Sales Manager of OpenLearning. During the meeting, the OpenLearning team presented its interest in collaborating with UPHSD through the use of its AI-powered Learning Management System (LMS) and digital learning solutions. The proposed collaboration may include the development and delivery of online and blended learning programs, creation of interactive and outcome-based courses, and utilization of AI-assisted tools for course development, learning activities, and assessment. OpenLearning also presented opportunities for UPHSD to develop micro-credential programs, digital badges, and certificates that may support lifelong learning, professional development, and skills enhancement. The discussion provided an opportunity for the University representatives to explore how OpenLearning’s platform could complement UPHSD’s existing academic and digital learning initiatives, particularly in expanding online learning opportunities and developing short, skills-based learning programs. OpenLearning’s platform also supports course authoring, learning analytics, student engagement, portfolios, certification, and micro-credentialing. The proposed collaboration aligns with Sustainable Development Goal (SDG) 4 – Quality Education, particularly through the promotion of accessible, innovative, technology-enabled, and lifelong learning opportunities. It also supports SDG 17 – Partnerships for the Goals, as the meeting focused on establishing potential institutional collaboration between UPHSD and OpenLearning. The meeting served as an initial discussion to identify possible areas of partnership, with both parties expressing openness to further coordination and evaluation of the proposed digital learning solutions and programs.

Flores, Director for Planning, Linkages, ETEEAP, and CPD of the University of Perpetual Help System DALTA–Las Piñas Campus, conducted a workshop on planning at Rogationist College, Silang, Cavite. The activity served as an avenue for institutional collaboration and knowledge-sharing between UPHSD–Las Piñas Campus and Rogationist College, particularly in the area of planning and organizational development. The workshop aimed to enhance the participants’ knowledge and skills in institutional planning, strategic direction-setting, and the development of plans aligned with organizational goals and objectives. The meeting was attended by Ms. Louella Theresa Vizcarra and Ms. Maila Sapinit from the Confraternity of the National Shrine of Our Mother of Perpetual Help, Baclaran, together with Dr. Gabriel Archemedez Y. Flores, Director of Planning, Linkages, ETEEAP, and CPD, Ms. Ronavee Divine Alagano (Officer, Planning and CPD), and Ms. Rianne Anjela Sierra (Officer, Linkages and ETEEAP) and Ms. Blanz Angel F. The UPHSD delegation was composed of Dr. Loureli C. Siy, Executive Director of the DALTA Executive Academic, Accreditation and Audit Center; Dr. Perlita C. Custodio, Assistant Director of the DALTA Executive Academic, Accreditation and Audit Center; Ms. Ma. Imendal O. Javier, Dean of the College of Nursing; Dr. Emerlyn E. Managuas, Dean of the College of Education and College of Arts and Sciences; Dr. Jenniline Eya, Dean of the College of Computer Studies; Engr. Lorena C.
